Council House Tenancy?

Me and my partner have been in a joint tenancy with the Council for 15 months now. We have 2 children together aged 2 years and 11 months. I have had enough of his drinking now 9 years later and finally come to my senses but I have no where else to go with the children and he said he wont leave either. Im scared if i contact the council to ask advice that theywill say we both have to leave and ill end up homeless with my 2 children. All i want is for my children to be happy and being around their father who gets totally annihilated several times a week surely will have an effect on them as they get older. Any advice would be greatfully received. We live in England.
