Using solid state drive?

If I get a solid state drive that is 40 gb and just put the operating system on it then put all my other files on a 1.5 tb harddrive will that allow my computer to boot up and shutdown faster than without the solid state. Or even with the operating system on solid state the computer will be slow on startup/shutdown?
