Does doing too many workouts kill your muscle instead of making it stronger?

I heard somewhere that you want to "Stimulate the muscle, don't annihilate it". And that doing 20 different workouts for each muscle group won't confuse it but will kill it and it won't grow from it. Is this true? I hear to confuse your muscles you need to pick lots of workouts per muscle but then again its bad!?!?!?!?!?!! What the heck!!!!!!!
